The primary purpose of this regulatory engineering position is to fulfill the Public Staff’s legislative mandate by providing highly technical engineering expertise and expert opinions to the Director of the Energy Division, as well as to the Public Staff’s Executive Director and other division directors and staff within the Public Staff, regarding a wide range of electric utility issues.
At the Public Utilities Engineer III level, the engineer performs responsibilities on utility filings of a high degree of complexity and scope with a minimal level of supervision by the Division Director.

Knowledge of utility resource planning principles and practices as applied to the integration, analysis, and completion of capacity expansion and production costs.
Advanced data analysis techniques, regression, trending, forecasting and familiarity with Microsoft Excel.
Intermediate knowledge of engineering , financial analysis, and calculation of net present value, discounting, inflation adjustments, compound annual growth, and utility resource dispatch economics.
Intermediate knowledge of statistical concepts to account for uncertainty, linear and polynomial regression, degrees of freedom, and distribution.
Complete tasks in a timely manner with little to no supervision.
Experience communicating effectively both orally and in writing.
Ability to conduct research, draw conclusions, prepare reports, and defend positions in written and oral testimony on proposals or special projects.

Minimum Education and Experience Requirements
APPLICANTS MUST MEET THE EDUCATIONAL REQUIREMENT AND ALL KSAs IN ORDER TO QUALIFY FOR THIS POSITION
Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of experience in utilities operational and regulatory engineering work; or an equivalent combination of education and experience.
Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
